Fuel availability in tank is reduced.. new pump/pickup problem? 700 1992

1992 745 Rex/Regina 170K

I purchased this car in January and just recently licensed and started driving it.

Before putting it on the highway it ran out of gas in the driveway. The low level warning light had just come on at that time. I added 5 gallons and then drove to fill it up. The fillup only took 7.6 gallons (and the tank was topped off). So it would appear that there is only 12.6 gallons available.

I know the previous owner had replaced the original pump with an after market one. I forget just how the pickup in the tank is situated. I am thinking when he installed the tank that he somehow did not extend the pickup to a position that would allow it to pick up more of the gas that is actually in the tank. Does that sound like a reasonable scenario?
