Ignition coil terminal 15 200

I believe I've narrowed down my no spark, no start to this terminal. When my 1993 240 is turned on (kp2 position) I get 12.4 volts at terminal 1 on the coil. That is tested as such, I remove the blue wire from the coil, place the positive lead from the voltmeter onto this blue wire and the negative lead from the voltmeter to a car ground. When I do the same thing with the blue wire on terminal 15 I get no voltage.

I ran this test on a working 1988 240 (different system) both blue wires (1 & 15) read 12.4 volts with key in kp2 position. Is terminal 15 getting power from power stage or ignition switch or could ICU be the problem? TIA.
