ABS Light: 1993 Volvo 240

We have a 1993 Volvo 240. The ABS light recently came on after we experienced a few occasions when trying to stop at very low speeds, the brake pedal went down slightly with apparently no braking. We were able to easily stop the car with the brakes. It appeared that the ABS System was actuated at very slow speeds. Could this be a faulty wheel speed sensor? Has anyone ever experienced a similar event? Could it be the ABS hydraulic module itself? Once the ABS light is actuated, the ABS System is disengaged and normal braking is fully available. I am told that ODB Scanners are not effective on the 1993 models.

Any advice will be greatly appreciated.
