Hit a bump, headlights out- new bulbs didn't fix problem 200 1990

Last week I hit a couple of pretty bad potholes (MN roads) and my headlights went out. Its not the fuse because the brights and low beams still work. I replaced both bulbs and it didn't change a thing.

I don't see anything knocked out of place, I don't think its a relay- does anyone know what might be the problem??
