Dash lights 200 1990

Been fighting / ignoring this problem for a while and I finally have decided to ask for some help.

All of the dash lights come on and stay on.
Both the full circle and half moon connectors have correct power and ground signals.

Along with all light being on the speedometer was not working. I fixed that problem by lengthening the connectors on the PC board that the signal cable plugs into. I did notice that when I unplugged that cable, the entire dash went dead.

Any suggestions?
