How to richen fuel ratio under full boost 700 1989

Bought this 1989 740 TC car and it came with a FR meter and adjustable FPR mounted on the fuel rail in place of the OEM reg unit, under full boost the voltage is around .80 to .90 volts , I would like to see a somewhat richer FR around .94-.98 volts. Can the system be adjusted to richen up under full boost or is an after market ECU needed? The base FP is 5 psi over stock which doesn't seem to make a difference I think due to the O2 sensor curtailing the mix.
