Front wheel loose 200 1993

So about 2 days ago i was driving down the road around 35 mph, and i heard a low rubbing/grinding sound (for lack of a better word)on the front right side of the car, the noise stops when i brake and dosent speed up when I press the accelerator. I got out and did the push pull test @ 12 o clock on the front right wheel and found alot of play. Immediately i assumed it was the front wheel bearing.I replaced the front beaing and races, even though the old ones didnt look to bad. Put everything back together and still have the same sound/problem.

Thinking I might have installed done something improperly on the bearing install, i took everything apart and did it again, everyhting looked fine, re installed everything.. problem remains. The sound dosnt occur at highway speed or really over 40 mph, there isnt alot of play in the steering wheel and other than the sound and play in the wheel there are no other problems. Im thinking ball joint, any one have this experience with a bad ball joint?

Also while reading up on replacing bearings, I read that i should turn the hub while tightening the castle nut to set the bearings My hub wont turn after ive tightend the castle nut, is this normal? shouldnt the hub turn regardless because of the bearings? Any help would be appreciated thanks.
