Jumper wire from Fuse 10 (sunroof) to 11(fuel pump) 700 1990

So, a while ago, I realized that my fuel pump was somehow being sent double the power it should be (the tone changed, promise). I also realized my sunroof worked with its fuse removed - but only with the car running.

I'm assuming that this was a hackish fix to the already-replaced failed ECU in my car, but I want to make sure.


Is there any reason why the hot side of fuse 11 should be linked to the hot side of fuse 10? These respectively feed the main fuel pump and the sunroof.
