First balky clock I came across, I tested them with a capacitance bridge -- just to verify they had dried out, so I could say so. Correct way also includes a test for equivalent series resistance.

Those tests are nearly as convenient for me as the soldering iron, and you have to remove the capacitors from the circuit to test them anyway, so just replacing them with new is simpler and quicker.
