No start problem 200 1976

so after a week of going over the whole car we found the wire from the ballast resistor had actually fallen off and to add to that the cam belt had skipped a tooth, everything back together now and running the way it was, only thing we did find was that the vacuum advance for the distributor has absolutely no vacuum on the inlet side of things i cleaned the passage in the manifold and checked the line to the distributor but still no change, have any of you come across this problem? thanks again for the help!
