You're doing good work on the diagnosis. Not throwing parts at it.
The tight exhaust valve lash will need correcting, and then run the engine for a while and recheck the compression. That may be all it is.
If the compression comes back, and the idle is still rough, then replace the intake manifold gasket.
Adding oil to a cylinder almost always raises the compression test pressure, and leads to more bad conjecture than it helps.
Adjust the lash, check again.
