The 1st test is to run a dial indicator over it to make sure it has 4 lobes the same, else it will only be truly good with an electronic conversion.

When you strip it, I would only strip it to the stage before taking off the weights, etc. That is more than sufficent. The main things are cleaning out the old grease/rust, replacing the old fiber washers, probably adding a steel shim or two, fresh lube. Don't bend the spring arms, make sure you put the springs back where you found them, and make sure you put a permanent mark on the bottom of the shaft to show which way the offset goes. Adjust the spring arms last.
