FPR replace 900 1992

Car is sluggish and will not idle. Have to hold high RPM. Black smoke and fuel smell in the air. By the way, where is FPR located? Is in on the fuel injector rail, or down next to fuel pump? Will there be a lot of fuel leaking once FPR is removed? Tips are welcome.
