Belt Tensioner Confusion - 1988 240 200

Hello,

Thanks for all your help diagnosing my cooling system issue. Now that I've got that worked out I need to replace my belts. It's an easy job, except one particular belt I cannot get loosened!

I don't know what the belt is, but it's the belt pictured below- That's not my car btw, but the best picture I could find online.

Although I've located the corresponding belt tensioner, when I back out the tension bolt all the way, the component won't move far enough to take enough tension off the belt to remove it! I feel the tensioner mechanism is either seized in some weird way, or I'm missing something really simple. My Haynes manual is very vague, it just says "release the tension" and doesn't give any specifics, so that's why I'm asking you folks. Thank you!
