crankshaft timing belt gear and washers 200 1991

I am doing a timing belt on my 91 240. I am wondering if any one can answer this question. There are two washers that go on the crankshaft timing belt gear. One mounts on the front of the gear, the one in the front has a timing marker on it and it mates with the little tit that sticks out of the timing belt gear, that mates to the back of the harmonic balancer. The other washer has a small notch in it and there is a female notch in the back of the timing belt gear. Are these two suppose to mate with each other? and if they are what mates with it to get the washer notch to stay in this position? There is no male pin or tit that mates it to any thing that I can see. I have looked at repair books and I see nothing that shows this yet.
