CEL without DTC 200

You've already done what is needed to pull codes. The other two modes are for checking sensors and actuators, once you get codes to investigate.

I haven't tried this myself, but if ever confronted with your unusual symptoms, I would attempt to see which of the two ECUs reporting OBD is responsible for setting the CEL. I'd unplug the ICU first (without doing anything else that might reset codes) and see if the CEL was still activated after reinstalling. Most likely it is the fuel ECU, and the act of unplugging it should reset any fuel codes and the CEL as well. If that turns out inconclusive, I'd unpin the CEL wire to be sure it was originating from the ECU. That wire is pink/white from 22 on the ECU and pin 3 on the ICU.

But thinking further about your recent acquisition...

Being of suspicious nature when it comes to the modern version of horse trading, I'd look to see what is plugged into the female spade on the instrument cluster where that pink/white wire should wind up. No one wants to sell a car with a CEL on.
