Overheating on an incline 200 1993

I just replaced my thermostat and both radiator hoses, but it over heats when stopped or moving slowly on an incline. I've tried purging the air by squeezing the hoses , but have had no luck. The wiggle valve is on top of the thermostat. Any ideas? Thanks in advance, and thanks to all who helped on my last problem!
