89 240 no hum when key in position II. 200

Greeting,
Our 89 240 has been giving us a difficult time
periodically upon starting her up, she will not
catch and start up. Eventually she catches after
a few or more attempts. When I jumper left of fuse 6
to left of fuse 4 the main pump hums and when I
jumper left of fuse 6 to right of fuse 4 the in-tank
pump hums, as it should. When I turn the key to position
II I do not hear the fuel pump hum as it should.
I have given it a few minutes and try again, but
no luck. I removed and replaced the fuel pump relay
with no success. I jumped red wire to red/yellow at
the fuel relay and the pumps hum nicely.

Any and all advice is appreciated.
