Why would you up the fuse amperage? 200

Finally got around to checking my fuse box closely and notice that the previous owner up'ed 2 fuses to 25a (one was 8a, the other 16a) both deal with the fuel. I have always had a rough idle at start that no one can figure it out. Could this be a cause, could this be hiding a issue? Going to change the fuses back to what they should be and will let you know what happens.....unless y'all have thoughts first.
