Rough or hesitation running when first start 700 1990

1990 740 Turbo.

Starts fine and idles well.

But when driving after start in second gear on holding a constant 2500 RPM it surges and is not running smooth.

Goes away when fully warms up.

Not very cold weather - summer 80 degrees.

I had an Air Mass Meter problem a couple years back and this seems similar but no where near as bad - and it does seem to correct itself when warmed up.

Problem could be described as a hesitation.

Any thoughts?
