Ignition Vacuum Delay Valve? 200 1981

Is there suppose to be a vacuum delay valve in the distributor vacuum advance line? My car has always jerked rather than accelerated smoothly from a stop. It's not exactly neck snapping but the take off is a sudden jerk no matter how slowly I open the throttle.

A timing light shows a sudden large advance with just a small throttle opening. Engine and trans seem smooth otherwise. DS u-joints and bearing have been replaced and car gets good maintenance by me exclusively.

Any recommendations if I wanted to try one?
