Clamp on Fuel line? 200 1992

I've been trying to diagnose stalling on start-up when hot. I've ordered a fuel regulator which seemed to be bad. Have checked the fuel relay and the ignition amplifier who's thermal paste appeared all dried and ineffective - this seems to already have improved the running of the car.

However, while nosing around the fuel delivery system I noticed that the fuel line that attached to the fuel rail from the fuel pump was very loose. Unlike the other fuel lines (e.g out of the fuel pressure regulator and the other attachment to the fuel rail) it didn't have (and judging by the fuel line and the fact that it was not squashed) never had had a clamp and as a result was very loose. However, its not visibly leaking. Should there be a clamp and if not, why?
