Volvo 242 initial startup issue

Sorry to say I am back. I am having this initial startup problem with my 1982 Volvo GLT B23E engine. I thought it might be the cold start injector but after playing with that during the winter it made no difference.

Now, in mid-summer I noticed that the fuel pump charging noise does not happen when I initially turn on the key. After I turn over the engine the first time, I then get the pump noise. I usually turn it over about five revs, quit, then try again. Pump noise is heard. Turn over another five revs or so, quit. Pump noise happens. Turn over again and feed a little more gas and she starts. From then on she is a good starter for the rest of the day. This has been my routine for initial startups for quite some time now.

It is the apparent fact that the pump is not charging up the first time around that brings about my question. Is this usual or should it be doing its charging to pressure immediately upon the key turning on after an overnight rest?
