Headlights won’t turn off – even with no battery!

Okay, I’ll admit I wrote, the headlight to boost response. However, the problem I am experiencing with my 1992 240 wagon isn’t to far from the outlandish headline.
So here’s the details-
This problem began when the headlights refused to turn off last week. My findings are as follows:
1) With key off, and removed, the headlamps stay lit.
2) If I disconnect the battery, and subsequently reconnect it, the headlamps are off, until I start the car – then they stay on for good again, until I disconnect the battery once again.
3) After accessing the headlamp relay, I have found that the large green and red wire has actually melted the connector (see picture)
4) The connector still works.
5) Taking the metallic cover off a spare headlight relay that I have, I tested the situation, and found that there is no power to the relay, until I turn the ignition on – and then after I turn the ignition off, there is still power running to the relay.
6) I have tested the brights/dimmer relay switch under the hood, and it functions properly.
7) The headlight switch only functions the very first time- after I have reconnected the battery terminal- then it ceases to function, as the headlights stay on until the battery is disconnected. I can turn the switch to any position without the lights turning off.
8) I am baffled.
Any assistance here would be greatly appreciated.
