Got the charcoal canister off, inspected the lines. The line feeding from the TB to the CC was split about 1/2 " up from its connection to the canister. So that will be replaced..
If the line lost vaccum to send from canister to TB, then it was essentially stuck in the canister right, thus condensing down to raw gas again? I will also be replacing the gas cap.

I pryed open the bottom of the canister and no fluid came out..so I think it's safe to say it's not flooded. All other lines seem intact and working properly.
I'm not sure how to test the purge valve located on top of the charcoal canister.

As of now it's my only vehicle so I'm stuck waiting for the lady to get back with our other car. No trip to the part store yet, to replace and test this fix.
