Is upper Cat Heat Shield Necessary? 200 1991

Is there any downside to removing the upper half of the heat shield on the cat on a 91 240? My son reported an annoying rattle and when looking for loose items under the car I found that the upper part of the heat shield on the cat convertor was not attached at all (corners appeared to have corroded) so I took it out.

Is there any safety issue with driving like this?
