A/C Diagnostics 700

I have 12 volts at the low pressure switch connector and 12 volts at the compressor connector wire with the A/C switch on and engine running. But compressor clutch doesn't engage. So that means a controller problem? When I connect a jumper between the low pressure switch connections, still no clutch engagement.
