Engine start issues....all kinds of drivability issues 700 1991

Still having issues. Still not starting. Replaced the fuel pump...it was not pushing the fuel. If my dad sprays starting fluid into the throttle body, it will crank but it won't crank on it's own nor will it stay cranked. Really need to get this car running. The only Volvo mechanic I know of near me didn't even know what the ECU for a Regina system looked like! When we called him he suggested the ECU was bad and to bring it in and he would lend us a good used one to test, when I handed it to him he thought it was the brake controller cause it says "Bendix" on it. :/ Any more ideas???
