Engine start issues....all kinds of drivability issues 700 1991

We are getting spark. And my dad checked the voltage at the injector connectors and it was 11.8. Could cleaning the coil contacts be an issue, he says that it should not be as it will start when starting fluid is sprayed in the throttle body.
