Used 740 GLE questions 700 1990

I recently had the pleasure of purchasing a 1990 740 GLE, and while it needs some work (mostly a new MAF), overall it's in great condition. There are a few things I haven't been able to figure out, however.
The first is two duct-taped spots, one on the air filter box and one on the hose leading from the MAF, that I'm assuming are supposed to be connected with a tube but I don't know what it might be for.
The second is a wire connecting the #8 fuse to the power window relay. I understand that is actually the fuse for the windows, but why would it need to be jumpered to the relay?
And finally, when trying to fuel the car the pump nozzle constantly clicks off unless you hold it in just the right place. My brother thinks it might be the charcoal/vapor canister.
