940 power antenna fault 900 1991

The power antenna on my 91 940 sedan will go up whenever the radio is switched on. However most of the time it will not retract again, even when the car is turned off. It often takes multiple attempts at turning the radio off or operating the dash switch to get it to retract.
The dash switch was swapped for a known good one to rule that out. I removed the circuit board from the power aerial unit in the boot/trunk and took these photos:

The first one shows what looks to be burned out links. You can also see two links on the upper left that appear normal. Also what appears to be a burn mark.



The second photo shows two solder points that appear to be joined together (circled). These are on the underside of an IC chip (the black rectangle seen in the first photo).



Could I be dealing with two separate problems here or are these normal for this circuit board?

Any assistance would be much appreciated.
