Odd use of Blue Silicon? 900 1992

Hola
I have been inspecting my new to me 1992 940 and noticed some blue silicon kinda dripping out of the spindle for the Throttle butterfly. Car has 113,000 miles on it so many things look newish to me, but this looks real new. I have a stack of receipts but find nothing that would lead me to this. I am thinking maybe someone did a smoke test, discovered a slight leak and pushed some goo thru from the inside? Or has anyone seen such before on a b230?
