"Bounce" while underway is most likely bad shocks - those devices more accurately termed "dampers" by the British. Their primary function after all, is to damp spring oscillations. Worn springs ("worn" being another misnomer) are less likely to blame, as they might have simply lost ride height due to "sagging". Spring rates do not change appreciably with age, only the height (loaded and unloaded) changes. Of course, if the springs have sagged to the point that you're riding on the rubber bump stops, the effect on ride might also be described as "bouncy".
