Harmonic Balancer timing marks 700

I'm taking the harmonic balance off to replace seals. The marks for cam and crankshaft line up but as I try to used the Volvo tool 5284, it will not line up with the tensioner to hold it in place as it should.

I can get it to line up but that moves the crankshaft marks 20 degrees.


Does this mean I need new balancer as the rubber has allowed slipping?

Was my old timing incorrect?

Does the FCP/proparts one have the holes correct to use the Volvo tool?

I will report back as things progress.
