Won't start unless fuel pumps jumped 200 1985

My '85 is put back together and now won't start unless fuse 4 & 6 are jumped. Fuel pump relay works fine, but even the pumps jumped, it's hard starting. Without jumping, neither pump will start when the key is turned, but they do work together. Any suggestions where to start looking? The car looks great sitting in my driveway, but I'd really like to drive it and show it to the world.
