Volvo 245 starts then stalls 200 1990

I'm currently working on a 1990 245 with just 108k on the odometer, I've had the plugs\coils replaced, the distributor cap, Throttle Body cleaned, new plugs, new air filter, and a majority of the engine cleaned up.

When its cold, the engine will briefly start and then die out unless if I give the car a bit of gas, its fine once its warmed up.

What could be causing this?

The exhaust does have some leaks at the back that I'll have fixed, I've yet to
get to the IAC.

The engines entirely stock, no mods here.
