If you mean the little switches below the instrument cluster - such as foglamps, power sunroof, etc. - you have to remove the simulated wood grain plastic surround to get the switch out and access the bulb holder on the back of the switch.

Not a big deal EXCEPT be very gentle and careful when prying out the surround, as it can be easily broken. Take note of places where it is thin and avoid stressing those areas.

The car interior should be nice and warm so the plastic is more flexible. Remove the dead bulbs/holders and take them to a Volvo dealer to make sure you get the right replacement. They're not cheap.
