Cruise Control Malfunction Still 900 1994

My Cruise Control malfunction continues.

I have done all the diagnostic procedures outlined in the FAQ Section.
The vacuum lines and connections are air tight and hold vacuum perfectly. I plugged the OBD Test Lead into "B" side, Socket 2 and went through ALL of the "Self Diagnosis" as outlined in the graph procedure. The results were exactly as listed on the flow chart and the LED flashes were exact and showing no faults.

The signal switch, control module, bulb failure sensor, vacuum pump, throttle bellow, fuse and brake light switch were all replaced with known good components, yet there is no cruise control activation whatsoever.

The brake light switch is properly adjusted and holds vacuum until the pedal is slightly depressed. The brake light activates as designed.
I have simply run out of items to test and/or replace. I have exhausted the items in the FAQ Section.

Please help me with this most annoying malfunction. Thanks to all who respond for what I know will be great advice.
