Door Liner 200 1981

When it rains, the driver's door panel is getting wet along the bottom 8" and the rear floor is wet.

No water around the edge of the door or body except at the bottom. With the panel off, and after raining, I see some runs near the openings on the inner sheet metal.

Passenger door does not have the problem. How is the plastic door liner installed and what version is best? I have some plastic sheeting to make a liner.

Car is a 1981 242DL and has 4 year old outside window scrapers that now have a 1/4" gap at each end.
