Maybe. If you just drop in VX that above would happen. If you "tune" some basic settings then it could be the best cam for NA I think.

I've used the M cam which originally came with my NA B230 block and it was really so and so. Currently using IPD VX. I'll vouch for VX. Donated the M cam to a 200 series friend and never looked back.
With M cam, a smooth fine idle, average torque at low end but a bit restrictive about 3.5k rpm onwards.
With VX, slight uneven idle (like a sports car), above average low end torque with almost endless power 3k rpm onwards. Advancing the timing a bit at the camshaft produces better low end torque still keeping the free revving top end. Add tighter valve lash and forget the M cam.
