Ignition Key Can Be Turned And Removed While In Drive 700 1992

I can turn and remove the ignition key on my 740 in any gear position, regardless if the car is still in drive and not in park. Does the 740 have some sort of safety lock to prevent this?

Also, I hear a relay or solenoid clicking in the ignition lock area when I shift into or out of gear. What could this be?
