Cruise Control Won't Engage 900 1994

The cruise control on my 945T with automatic transmission will engage for a brief second then immediately disengage.

The system holds vacuum as supplied by my Actron vacuum pump and releases it properly when the brake pedal is depressed.

I've swapped each component with what I think are good used parts such as the electric pump, turn signal switch, relay and control module.

The same condition exists in that it sets for 1 second, then releases immediately and is unable to set again unless the switch is turned off then turned back on and condition repeats itself.

I looked at the FAQ's and can't see anything that matches my issue. Any help folks?
