steady degradation of power steering functions 700 1990

I looked at FAQ. Need more advice.
Saginaw pump w separate reservoir.
I found a slow steady drip/leak of PS fluid at a c. 15mm wide metal ring around the steering column down near the U-joint. There is a hole in the ring - appears to be a drilled/ original tapping. Is a plug missing? that's where drip was.
On recommendation I added a bottle of Lucas PS Leak Fix - pretty thick stuff! Soon the drip/leak stopped - 1-2 days. Within a week after that the PS got harder & harder to turn. Feeling like the "Power" was missing.
After 3-4 more weeks there is no "Power" assist. Very hard to turn steering wheel when cold. Eases up only a little after driving 2 miles. Frequent intermittent low squealing noise. Belt is tight. Fluid reservoir is full but doesn't appear to be circulating.
Had no previous signs of leaking at rack. I'll check again, plus tie rod ends etc.
I have 2 more Saginaw pumps out of parts cars. They were both working well. One from a 240 and one from a 740.
Advice for order to proceed to diagnose and to fix?? TIA
