Pooch, As a fellow NY'er here's what I know -or think I know. I'm pretty sure you can use old plates if your intent is to have a plate that matches the vintage of your car. I've found speaking (on the phone) to an info person at the DMV is very effective - the folks there seem to know the rules. Another alternative is to just get new plates for either of the cars. My '69 144S plates run $112 for a two year registration. That, along with collector car insurance at $110 per year ($5,000 agreed upon value - covers the car for liability, collision, fire and theft with no mileage restriction at the company I'm using) makes it pretty reasonable to have the car on the road--even if it is currently "off" the road for rebuilding -- keeps it protected.
