Balky upshift....Quick to downshift 900 1994

Hello Brickboard, Recently my '94 Regina 945 started to exhibit some quirky automatic transmission stuff. The transmission balks at upshifting at ~40 mph or so. A gentle lift on the gas pedal forces an upshift. Then, on deceleration, The transmission often is aggressive in down shifting. Car has ~210,000 miles. Can this be caused by a small vacuum leak? If not then, what? It is annoying.
