1981 242 K-jet revs 2-3000rpm at idle 200 1981

I have been working on a K-Jet car, no O2 sensor, and while I've gotten the thing running from dead I can't figure out why it won't idle. By that I mean it surges past 2000 rpm and wants to stay there, variably up and down until I lose my nerve and shut the poor thing off.
Tried blocking off various combinations of vacuum lines. Tried completely blocking off the idle control circuit and still while the revs might slow for a bit it will surge back up again. What the hell? I'm new to K-Jet Thx!
