240 cruise control

I replaced the brake light switch on a 1990 Volvo 240 which was quite a challenge last weekend. I took Art Bensteins advice from a previous post and removed the instrument cluster to have better axis to the brake light switch. Now, the cruise control doesn't work at all. I removed the bolster and carpet piece today and checked all the wiring to the cruise control switch for the brake pedal and all vacuum hoses going to cruise apparatus. I did not find anything unusual and the cruise switch is completely depressed (even hooked my toe under the brake pedal) at 55mph without any cruise activation. The only thing that can think of is if I flip -flop the brake switch wires which "might be possible" but ?? what else could have wrong ? Yes, I did clean the fuse and terminals.
