Instrument Cluster Unknown Wire 200 1991

I bought a '91 240 wagon recently. I've been working on it a bit and one of the jobs was replacing the odometer gear. I noted the wire placement in the back of the instrument cluster and when re-installing the cluster I noted a remaining red/white wire that I did not remember when I dismantled the instrument panel.

Any clues as to what that is? (photo attached)

The electrical is even more FUBAR than on my other '91 wagon. The passenger side taillight doesn't illuminate, but it does when the brake is applied.

Except when I apply the brake, the rear defrost switch light comes on and stays on. So does the third (center) brake light (stays on). Any suggestions on that?
