Air conditioning cold, then warm 1995 965 900 1995

The air conditioning on my 1995 965 blows cold for a couple hours and then the air starts to get warm, driving at a steady speed on the freeway. If I turn off the AC, leaving the fan blowing for five minutes, then turn it on again it is cold again for a while. Could this be a symptom of low refrigerant, or does it sound like something else?
