94, 940 - Spedometer not working 900 1994

My speedo has been intermittent for a while now.. I found that if I press and release the odo reset with a snap the speedometer goes to zero if it's reading.. When I'm driving I notice the speedo starts working then I futz with the odo reset and it stops. I think it's in the speedo not the sensor.. I've fixed several wire runs on the instrument cluster but apparently not the one that will fix the speedo.. any ideas on what could be causing this problem?
